Try TAFE, there fees much cheaper than UNI, but TAFE highest certificate is advanced diploma.

The price depends on the course you take not really the uni, ie. nursing much cheaper than law. Just stay away from Bond and you should be fine.

there are no universities in new zealand .......because the whole population have moved to australia to be on the dole

There is no cheap university in my opinion.  

All your course fees has to be paid up front.
