If you are interested in studying in a German Uni, I can't help you, except that I know that you have to speak German for most programs - so focus on becoming a good German speaker.

If you are interested in a study-abroad program, you need to talk to the appropriate office at the school you go to now - they will be your point of access for information.

If you want to learn to speak German in Germany, I heartily recommend the Goethe Institute.  I spent a couple months with them a couple years ago, and it was a great experience.  In addition to a great language program, they have a wonderful cultural program, and they also arrange home stays in some location.

If you want something else, then I don't know what it is.  Sorry.
