Hey There ! You can go to a hair stylist and get it either dyed or highlighte blue. Or if u r lucky even u may find blue hair color in a store. Good luck with that.. byeeex3

Buy a hair lightening product and strip the colour. Then add blue.

Buy online if u cant find any stores.

If you want to do it yourself, go to a 'beauty supply store' for professional hairdressers.  They have all of the stuff a pro would use, including the colors you want, but they sell them to anyone who wants to buy them.  Some require a 'resale license' (wholesale certificate) but most sell to anyone.

Paint? Do not put that in your hair. Just go to a wal-mart or a store like that and go to the hair care products. They are sure to have something in that aisle.

get manic panic bleach and la riche directions color, search them on ebay or something, theyre amazing and they last a long time :)!
