You need to get a yahoo 360 account and upload a picute there. Then in your yaho answers profile you can select use your yahoo 360 photo.

you have to do it on yahoo360. Scan your picture, and then add it to your avatar and then you can pick it as your avatar.

You have to do it through a 360 page.  Go to "Edit info" and it will lead you through it.
