The way that I've seen explained in both "How To" books and the movie "21" is as follows:

You start out at zero (0)

Then you subtract 1 for every 10 or face card that comes out and

You add 1 for every card between the Ace and 6

You keep a running total, towards the middle to the end of the shoe - if the tally is under zero then there are a lot of smaller cards in the remaining shoe (therefore you won't be well advised to double down); however if the count if over zero then there are a lot of tens and face cards left (doubling down will have better odds).
