Welder (First Class) is on the Migrant Occupations in Demand List (MODL). If that's what you are, you shouldn't have any trouble getting a Skilled – Independent (Migrant) visa (subclass 175) which is a permanent visa. Applicants whose occupations are on the MODL receive priority processing. You must be under the age of 45, pass a points test (which will be no problem with a MODL occupation and 10 years experience) and meet health and character requirements. For info. go to :

If I we're you, go to either Brisbane or Perth, big mining/ industry boom at the moment, screaming for workers even without experience.

You would need to lodge your application at the Australian Consulate. I'm pretty sure there is one in Dublin and probably one in Belfast too.
