From the list on the left, click Members and locate the member on the Members page.

Click Edit Membership.

A little way down, click Change to Moderator.

Click on the Make Moderator button to confirm.

To appoint another moderator you need to go to the "Members" section of your list to look for the person that you asked (and said yes) to be a moderator.  Then when you find them listed look for a little section that says "Edit Membership" (there will be a little pencil next to that underneath the information summary about that member).

After you click on "Edit Membership" look for a section that says, "Change to Moderator" and "Change to Owner".  Click on "Change to Moderator".  When that screen opens up it will show you all the privileges you can choose from to let them have as well as whether or not you want them to be alerted about when new members come to the group and for those that leave.

After you make the choices click "Save" and the change will take place.  After a few minutes the person that is chosen will get a notice in their e-mail saying that their membership status has now been changed to moderator.
