Actually, I think you can live pretty much anywhere, I live in Florida though and we get people coming to schools and everything to promote classes for modeling. Maybe you could try Florida.

This answer is going to be controversial. Here in the San Francisco Bay Area, there is a thriving art community needing models, short on cash, but can get you known and published. As for the competition, a huge number of ladies come to the SF Bay Area as a substitute for plastic surgery, putting that as gently as possible. So there's not as much competition. Bring a good digital camera, your laptop, a hi-def printer, and stir up that vibe. Conversely, expect a lot of jealousy from those less endowed in a hyper-leftist area like this. Jobs to pay the rent are available here to anyone actually willing to work. Good luck!
