I'm not sure where you are. But in the U.S., the veterinary programs are administered by state universities (normally the ones with either land grant status or an agricultural focus). Qualified applicants from that state get priority over any other qualified applicants. Once the state applicants are taken care of, the other spots are filled (if there are any)  from the applicant pool of out-of-state, out-of country applicants.
