I want to buy a Harley Davidson, what is the best place to buy one?

New or used?  Obviously new will have to be purchased from a dealer.  My advice is to shop at least 3 dealers for the lowest price.  Let the dealers beat each other up over the best deal.  

For a used bike, take your time and browse your local classifieds. There are a bunch for sale by people that are desperate to sell.  Lots of late model and low mileage bikes.

Buy a new one from an authorized Harley-Davidson dealer. They will maintain it for you, teach you to ride, and assist in getting your motorcycle endorsement (driver's license). The more you pour your guvmint rebate check back into the economy, the better for all of us. Spend some money, and do it soon! if you buy used, you have to deal with buying someone elses problems...

Craigslist, local paper, etc.  There are a bunch of barely used ones for sale these days.  A dealer will just sell you one that is very over priced - which is why there are so many barely used ones for sale.

I bought my used burll from my boss. The dealer would always be a great place to start. If not, just ask around for anyone who might be selling.
