You have to be 18 to enter into a legal binding contract to buy a car.

See a car that is 5-7 years old with good safety features. Something like a Honda Civic or Toyota Corolla. as per insurance, call around, get quotes. You need to do some leg work on this because each company will look at your record and intended vehicle differently.
