I want to buy a car privately?

but only hold a provisional license, i know i have to send off the registration certificate to change it into my name, will i be allowed to be the name holder of the car?

Yes you will, but be very careful as to who will drive it. You will need insurance and to be accompanied by a full licence holder, and displaying the necessary L plates. If another person drives, he/she  must have a full driving licence and insurance in their own right.

yes i only had a provisional when i brought my first car 2 years ago, 6months later i passed my test.

yes u can register the car in ur name but do urself a favour and do an hpi check on the car ur buying first to make sure its not still on finance or been written of at anytime
