  1. as far as i know (and these are how the laws are carried here) 49cc and up are subject to normal motorcycle laws... (even tho the law states 50cc.... it's possilbe 50cc law was made, then later because companies trying to look for a loop hole made 49cc, adn those were banned as well to send the message if you try to just find a technical loop hole we'll deal with it) anything below is limited to 35 mph.... and no it doesn't require ANYTHING... you can't ride it on the highway however.... but it requires no liscense or limitations on the vheicle itsself (such as mirrors turn signals or the like)

  2. A "motorized bicycle" or "moped" is issued special license plates and identification cards, which require a one-time $18 fee.  No renewal required but driver must have a (M2) moped/scooter only license or an M1.  http://www.dmv.ca.gov/motorcycles/motorc...

Miniature vehicles also known as mini-choppers or pocket bikes do not meet Federal Safety Standards and cannot be registered or operated on public streets pursuant to California Vehicle Code (CVC) §4751(d).  http://www.dmv.ca.gov/vr/pocketbikes.htm
