  1. You can buy property in the United States.  Anyone can do it.  You can get a mortgage too.  You'll just have to put up a significant down payment and go through extensive checks to verify your income.

    Owning property in no way helps you get a visa of any kind.

You can buy property, no problem.  There are no restrictions on foreign ownership of property in the US.  You'd better have cash.  No mortages for non-citizens who don't have legal permanent residence or something that would allow them to live here for a year or more -- AND work while they are staying here, or else have a lot of income from somewhere.

    However, whether you can live there or not is an entirely different question.  If you want a winter home, for example, or vacation place, you could come once a year on VWP for your vacation.  No work, no reside, no school, etc.  For those, you have to apply for appropriate visa and meet all the requirements, and wait for approval.
