  1. hmmmm. 50 miles at 55mph, is kinda pushing it for expense and limits.

Hybrids only get as good of mileage as the same size car on the highway (40MPG highway, but 50MPG in town)

Diesels get really good mpg, and you can make or buy Biodiesel for them.

You should look for a place to plug in when at work first, that way you can recharge for the 8 or 9 hours that you are parked.

The Xap Xebra only does 40mph, and almost 40 mile range, so the range is good, but the speed is too slow.

EV conversions are usually better for speed and the owners know the speeds and ranges that they can get from them...look here, do some shopping!

  2. You'd have to build it, unless you can find one of the 1990's electric cars on eBay.   And it would be somewhat exotic, needing more range than most homebuilt EVs.  (you need a fair bit of headroom on that range, as the common cheapie lead-acid batteries weaken with age and cold.)  Can you charge at work?  That changes things considerably, as it would cut your range requirement in half.
