Try the websites that search multiple other sites for deals like: http://www.onetime.com/ or http://farechase.yahoo.com/. It may also be cheaper to fly into Amsterdam and then take one of the low cost European airlines (Transavia) to Milan.http://www.transavia.com/en

This site is also good for identifying airlines with cheap flights between specific cities: http://www.whichbudget.com/ but there's nothing from Toronto directly to Milan.

Look in the Travel section of your Sunday newspaper for ads placed by consolidators.  They will have the cheapest prices to european cities.
