  1. You can buy it, you just may be allowed to live in it.


  2. Contact the city or county you live in, they will be able to help you first with your water questions

  3. Do you have cash to buy it?  If you do, then they probably can sell it to you.

    If you plan to try to get a mortgage for it, then you probably won't be able to buy it because a lender won't want to lend you money for an uninhabitable building.
