I want to create a forum skin site business. What aspects of such a business do I need to focus most on? What do I need to keep in mind while making this?

Well, if it were me, I would probably make some skins as samples and then set up a blog to show them off.  Post screenshots and then link out to demos so that people can actually see what it is you are offering.  Then I would start out by running a pay per click campaign to get traffic.  You do it this way for a couple of reasons, the main one so that you can guage the response and tweak your site to sell better.

Also if you use Adwords, you can site target your ads right on to sites where webmasters (your target market) hang out.  Also I would do some paid advertising on sites where webmasters go to get the word out.
