as far as food chemist, patent, atf regulations, distributors and so forth where do i start? can i make it in my kitchen and then send it to food chemists to be analyzed for atf approval? or does a food chemist have to actually make it?

You would first have to create a drink that has never been made before.  Perhaps contacting a local distillery might help you get some ideas.  Good luck with that one!
