I was thinking the same thing with the tulle.  Take some tulle and wrap it around the top of chair, but tie a big bow on the back, with enough of the tulle hanging that it leaves a tail, but not a long enough one to touch the floor, you don't want her feet getting caught in it or anyone tripping over it.  

    You can rent her a bigger chair then the rest of the chairs.  Get her a big arm chair and do the tulle bow on that, everyone will know by the different chair and the bow that it's someone special's chair.  You can also tie some balloons to the chair too if you wish.  You can do it to the back of the chair or the arms of the chair, but that's if you're going to have balloons at your wedding, if you're not don't do it.

    You can also get some flowers, like the ones you and your bridesmaids are carrying and make it make them go around the chair, like edging the entire chair, in other words, have the florist pin the flowers all around the chair, except for the arms and legs.  This way it really stands out.  If you can find other things that you think would work better, do it with them.

  2. With my wedding, I got tulle and I wrapped it around the back of the chair, where it draped behind the chair. I then got some big fake flower tops and added it (with safety pins) to the bunch of tulle that was tied in the back. I hope you can picture what I am trying to explain, it turned out really pretty. Maybe you could find out what her favorite flower is and if it matches your color scheme, you are golden.

  3. do you mean a wheel chair?

    if you cannot find a white chair to rent - drape a white sheet over hers - gather it at the corners (handles) and put a spray of flowers at each handle

    you could also use netting on the arms of the chair

    or maybe a little netting on the back of the chair itself - maybe in the shape of a veil?
