I want to design graphic shirts, what is the best program or software for designs?

I am not a artistic person, but I can be patient when it comes to software! Need your help guys! Thanks!

Adobe Photoshop or Illustrator will probably be your best bet. Illustrator more so because it is a vector program. That means that no matter what side you make it, the design will always be crisp and clean. Photoshop is more pixel based, so when you get close up, you can see the small pixels that make up the design. But be warned! They are expensive. :)
