If the plant is not very big then try this:

Mix 25 ml GLYCEL / Litre of water in a sprayer and drench the plant well with this solution. Use plenty of water to spray the plant. Spray the plant in afternoon.

One more way is to make a hole near the base of the stem and to fill it with pure asfoetida and then plug the hole immediately with mud. Although I have not tried it but have heard from a no of people. If you like it you can give it a try. But please send your remarks , if you do so.

The VERY BEST way to cut the tree and yourself is to ask the COPS or the people with the MUNICIPALITY . Today with lots of pollution and such , why do you need to cut down a tree and that too a Mango . I do not know for sure , but had read it somewhere , that cutting down a Mango Tree , will get a Curse to you and Your family -- your lineage comes to an end .. So you better be careful and stop thinking about cutting it down .
