You will not find any institution in the United States or Canada that will offer free education. However you may be able to get funding through the university but the amount will vary from university to university. Graduate schools increasingly encourage their students to seek outside funding; many are supported by fellowships they obtain for themselves or by their advisors' research grants from government agencies.

you can apply to any university ,but first you have to give a good scores of GRE and TOEFL Exam which are conducted by praxis.and then apply to Management college

                    And then if the college gives you admission then well and good, they give you admission and also gives you stifund for every month but you have to work for the professor for certain amount of time and stifund is about 1500 to 2000

     but it is a cool deal bcoz on one side you get your Phd and on the other you get the stifund and money to spend on living

   And Last but not the least FOR Phd there is no fees as far as I know but you have to get good scores in GRE and TOEFL so that you can get admission in good and reputed college .
