I want to enhance the look of our group website, am I allowed to?

Am I allowed to do that, or do I have to check with our moderator?

you really cannot change anything without the permission of the group owner.  if he/she changed you to a moderator or co-owner with the relative permissions then you could.

you'd need the priviledge to do so, but you should check with the owner of the group. generally owners express what they want moderators to do, as well as limit their priviledges to prevent changes without the owners permission
