I want to go swimming where my skin looks like it is glowing underwater. Where is that?

I saw a commerchal today, a Citi Bank commerchal, and there was a family swimming at night - and their skin appeared to be glowing a sort of dull electric blue. Is that an effect from the moon? Or is there some place where it's just like that? I know that there are certain fish that appear to glow... anyone know anything about this? any information would be great! Thanks!
