  1. My favorite hotel, the St. Andre des arts doesn't actually have balconies, just windows that open onto the street below. but its certainly quaint.  http://www.123france.co.uk/en/0/hotel-sa...

The Hotel du Nestlem another favorite, might have a balcony room on the top floors http://www.hoteldenesleparis.com/

  2. Check out www.hotelresidencedupalais.com

It's a small pension-type hotel next to Luxembourg Gardens and about 10 minutes walk from Notre Dame. I stayed there last summer and loved it. Hardwood floors, sturdy, antique-looking furniture, and balcony overlooking the entrance to the Gardens. There was a free breakfast in the mornings and a private shower in the room (toilet down the hall). The owner speaks very good English, and let us stay one night for free (on an extra mattress in the laundry room) because we showed up at 2am the night before we were supposed to get there. I think I paid 53 euros for a double room. I would highly recommend this hotel.

  3. Hotel Familia is a two-star hotel in the Latin Quarter near the Sorbonne and most of the front (street facing) rooms have have french doors leading to a balcony with a small table and chairs .  Historic building, decor okay but not great quaint (not for 2 stars) . Check rates at www.familiahotel.com.  If you can afford more, owners have a 3 star hotel next door, prettier and also has balconies.  Great Left Bank location.
