I have only visited chicago a few times but have seen several party boats for rent. Check your yellow pages.

I used to live in Chicago. Our class graduation party was actually hosted on one of the boats at Navy Pier. It was called the Oddessy. It was a double-decker and there were dance floors on both floors, as well as booths, catering, and a DJ.

Look it up:  Spirit of Chicago is a boating line that sails from Navy Pier.  Wow!  You really are all that and then some!  Cool party. Call them and arrange it.  I have heard of people arranging parties with them.
