I run a runescape clan website, and i want to host an advert as a sidebanner, or any kind of ad, preferably payable to a paypal account, or by any other means, i'm out of cash and i need to maintain my membership, which runs ~7.50 a month depending on how you pay.

Find out how much traffic you get each month.  Then maybe hit the indie game developers and see if anybody has a game that they would like to advertise.  Some may go for it if you get alot of traffic and your price is only $5 a month.  You can do a search on any search engine and find some developers.  There are also sites that cater to game developers that I'll list below:

Just serf their forums.  There are many others, Wikipedia has a large list of indie game developers.

Depends on how much traffic you have. If you have heavy traffic you may go for TribalFusion or BurstMedia, otherwise Adbrite. In both cases a CPM or Pay-Per-Impression Network is ideal for you.
