In the drop down box, select the "Calculation Method" of kW, PF and new PF.  You will need to enter your PF values as 80 and 90.

From the data you have furnished, you'll need 0.53 kVAR.

I would say you will not improve your bill even iff you improve your PF.  If you are a residential customer in the US, your billing is based on actual power and inductive power is not billed.
