  1. the wiring is easy enough to do yourself, the hard part is hiding the wires

  2. it doesnt matter...your phone company will install it for a fee too. Verizon charges 95.

  3. i wouldnt hire an electrician.. while many will claim to be able to run phone wiring, they are used to working with power lines, and not the best choice for phone wiring...

it is very simple to connect everything you need... follow the wiring that comes from your apartment to the NID on the outside of your home... from there bring a corded phone and identify your phone line by ANI'ing the numbers at the NID (1-866-my-ani-is) when you find your line, then you can wire up your basement...

if there is no existing wiring to trace out from the basement, drill a hole from the basement to the outside and snake your wire thru and connect the jack where you want it downstairs using either cat 3 or cat 5 wiring.. connect blue/white to green and solid blue to red... then connect the same wires to the terminals at the NID where you identified your line..

  4. you can either run a homerun wire from basement to the phone box on the side of house..or find a jack nearest and tie into it ..just extending in effect that jack..open the jack and match with a new wire color for color and boom..there it is..
