What kind of information are you looking for?  If you are looking for scientific literature I recommend that you look on ERIC ( http://www.eric.ed.gov/ ).  Google Scholar ( http://scholar.google.com/ ) can also be helpful.

I imagine that the Department of Education in most countries would have a position paper on physical education.

If you're looking for particular activities to do with Kindergarden children, I recommend searching for physical education lesson plans on the web.  There are a million websites with lesson plans.
