I want to know about norms for hospital set-up in rural area. May I get help from anybody?

Woww!!! that would be a gigantic task.  I've helped set up an aged care facility and that was enormous, I couldn't possibly imagine how complex a hospital would be.  You could start with the health department, though.  Good luck!!!!

If you are in a developing country, then you need to visit rural-area hospitals elsewhere to find out who funds them, who staffs them, who built the facility, who provides the equipment and medicine, etc. And note that, more and more, relief and development agencies are asking local communities to promise resources to the effort -- for instance, an NGO may say they will provide the equipment and staff, but the community itself is responsible for building the building, maintaining it, and providing security.
