  1. converting video to film is a process much older than videotape itself. these were called kinescopes and were generated by a flying spot scanner. These were done on the fly so it was not possible to change the frame rate, however the main user of kinnys were other TV stations so 30 fps was perfect. Every TV station had a projector that worked at 30 fps for this and other "shot for television" films such as commercial adverts and news footage.

With the ability for a computer to process the video, the 30 fps can be changed to 24 fps for theatrical movies. The film is still exposed the same way, with a kinascope. the scans slightly overlap like on an old B/W TV set so you don't see scan lines on the exposed film. Also RGB are scanned separately so there are no phosphor color dots either.  If the film is Kodachrome, they the beams run through a color filter first. If it is Technicolor then the monochrome films are exposed separately.

The new HD cameras that shoot 24p are ideal for conversion to theatrical film.

  2. telecine is the reverse process where film is transfered to tape.

i guess what you're talking about is sometimes referred to as a 'blow-up'
