Google them, you will find.  Ingdirect seems to be a good one.  Also, there is one called Emigrant.com./

If you don't want to go to a bank, you can get a prepaid simon gift card from any shopping mall.

You can manage the simon gift card online and use it like a debit/credit card, and not have to worry about anything.  If the card runs out of money, it will just decline the card.

PayPal may be useful. But what do you mean with a bank card? Do you mean without having to have an account with a bank?
