If you are attempting to phone from UK you will have no luck.  If you are phoning from outside UK there is a number missing.  For example to phone form Australia to UK I'd have to do the following

0011 [that's to get out of Aus] You will need to get from your phone book the exit code for your country.

44 [that's definitely the international number for UK]

7031 [probably the UK area code for Grosvenor Square area  of  London]

924879 [Josh's phone number]

IF YOU ARE TRYING TO PHONE FROM WITHIN UK then drop the 44 from the front of the numbers [as I said it's the International code to get into UK's phone system] and of course you are already in it. so for example instead of dialling

44 7031 924879 [ignore the + its just a separator] dial

I'd say this is why you have been having trouble.  I often phone my aunt and brother in UK from Australia so immediately noticed the 44 on your numbers.  Took me a while to fathom it out first time I tried.

Many people from overseas, holiday makers, expats, would need to contact the UK Bureau of Consular affairs so I think the 44 has been included for the convenience of these people, rather than for the confusion of Poms at home, although with Gordon in charge, who'd know.

This appears to me to be a logical answer, but if you still cannot get through then unless it is vital I'd start to doubt that the numbers are genuine.

Those are genuine address, grosvenor sqaure is a place in london, with those times of establishments within the local area.

You just have the wrong phone numbers.

Complete fake. This person with same email address uses the title Bureau of consular affairs then uses various addresses. You can check. There wa a simialr question in yahoo 4 months ago in this section. Guess what Same email address different Director name diffeent address! Check it. The asker was Karim E. It was fake then so its fake now ! Double check yourself with a search on google for the bureau. Even the email address of this embassy at this address is different to yours.!

Have you tried using Google Maps or Google Earth?  It should not only tell you whether or not they're genuine, but where they are.

I've entered the fax number in an internet search engine, and I got quite a few results: Many people have received letters and emails stating this fax number, and they are asked to send money so that their Visa application can be organised for them. THIS IS A TOTAL SCAM. Please do not give these people any information about yourself and do not call the numbers again (they may cost you LOTS of money without you realising!).

+44 = a UK number but the next digit, the 7 in the two phone numbers indicates the numbers they have given you are mobile phones. Embassies or consuls don't give you mobile phone numbers to call. I strongly suspect this is a fake.

I would consider seriously why they say they have contacted you, are you dealing with a consular office or is there a reason for them to contact you? How have they got your details? Have they e-mailed you and if so is the e-mail addressed specifically to you?

Tread very carefully, this sounds extremely like a deception to me.

Fake. The postal address is the US Embassy in London, the phone numbers are not. The landline numbers are personal "follow me" numbers which could be anywhere, and the fax number is under a Crawley code, not London.
