  1. Compare the engines sizes, smaller engines are usually better at getting more miles to the gallon.  Also the more gears they have, the better gas mileage they tend to get. (I understand you said no gears, I think you meant CVT-equipped.)  CVTs all have infinite adjustability, so essentially an unlimited number of gears.  So look for a CVT equiped 50 cc machine, to set new mileage records, preferably with fuel injection.  (Computerized control of fuel flow can give enormous gains in fuel economy. But it costs more than a carburetor.)

Remember that we share very few motorcycles/scooters between the Indian market and the USA, so it would be useless to name a specific machine.

  2. 'Maximum average' is redundant.

  3. in long run that is after one year of running all non-gear scooters give average of about 20 km/lit of petrol, try maruti800!

  4. Suzuki Acess 125cc, gives u mileage of <45kmpl

Kinetic Flyte 125cc, gives u mileage of <40kmpl

Honda Activa / Dio / Aviator 102cc all of which gives u mileage of more than 45kmpl

Hero Honda Pleasure 100cc, gives u mileage of 40kmpl

TVS Scooty 90cc, gives u mileage of <50KMPL
