Sorry for the genius before me who assumes everything has to do with the U.S.

I'm assuming you are living somewhere else, but you were not clear on where.  I also have a Belgian wife, but I come from a country where a visa was not required so everything happened pretty automatic.

Like the U.S., Europe is taking more care on immigrational issues and the Belgian Consulate might be taking their time on the basis of ensuring that this is not a marriage of convenience.  You will need to continue following-up with your local Belgian consulate and they will be the only one's who can provide clear answers to your question.
