Real time data is owned by the exchanges.  In order to redistribute them, you need their permission and to pay a fee.

If you have clients, you better be registered as a securities brokerage or you can be fined and sent to prison.

In order to provide your clients with the abilities to buy/sell securities you must first be a registered broker/dealer.   In the United States all securities must be traded through a registered broker/dealer

Data feeds are provided by the various exchanges and applications must be approved by the membership and/or the SEC.  In addition to a hefty deposit, you will be charged monthly for the various feeds that you want to receive on a high speed data line.  But you must first get permission from each and every exchange you want downloads and this will not be an easy do

To become a broker/dealer you must have sufficient capital to start the business and maintain minimum net capital at all times.  You would need a minimum of $25,000 net capital and you must clear transcations through another broker/dealer.

You must be registered with the Securities & Exchange Commission and hold membership with the FINRA, and be registered in your state of domicile.
