I want to make a basic fishing gift basket for someone...?

I have a good friend that likes to fish, but her last ex took all of her fishing gear...I would like to make her a small basic gift basket with essentials, but wouldn't know where to start... Can anyone help?

P.s. We live in Northern Wisconsin if that's helpful...
