I want to make a business?

hye me and my mum want to form a small business juat me and her maybe a gardening business or a cleaning business but i dont know how to begin what do i need to do or who do i need to go to i wanted to do it as a surprise forbirthday aand be able to hand her the business and tell her its hers if you understand what i mean

Both gardening and cleaning businesses are very easy to set up, although with the credit crunch, a lot of people will no longer be hiring people to do these jobs for them.
