You could always start by using various free programs like dark basic pro, or you can go more towards the free stuff like rpg maker, game maker, also if you're willing to shell out some cash you can try looking for books about creating games. Honestly I doubt that you can make a online rpg by yourself, so i'd try find some people that are willing to help you on your quest to make it. Also try looking through forums and such.

To make a large scale online RPG is very, very hard to do. In most cases there are teams of 100+ people working on it at a time, or more. You have people divided for different sections of the game itself, such as Texturers, modelers, coders, environmental design, musical and sound design, and so on and so forth. If you are seriously considering doing on all by your lonesome self, I'd reconsider. You seem young telling by your spelling and typing, so this is a little too far out there for you. But in any case, you're going to need an engine for the game, such as flash based or java based if you want one on a browser, or an actual game engine, like the Source engine, or Unreal engine, or Blizzard's engine, whatever have you. Regardless, I recommend you find some good game design classes, coding classes, or art classes to start you off, because you sure as h**l aren't going to wake up one day and be able to make a game.
