I want to paint my bicycle wheels black.?

Would the paint chip off when applying the brakes? I like black wheels, and I want to paint my complete bike black, all of it, 100%

Paint everything but:

The shifters, brake handles, seat, rims (paint would burn eventually, burning paint smells), chain, cogs, derailleurs, and chain rings.

You can paint all of the wheel other than the braking surface.  Do not, under any circumstances, paint the braking surface -- black or any other color.

Unless you carefully prep it, the paint is not going to adhere well to the other parts of the wheel.
