My parents have evidence and whitenesses

And could they take him to jail for verbally and physically abusing someone ?

You can call your police station and an officer will come to your residence and file a report. Have the witnesses there with you so they can sign witness paperwork.

If there is evidence and witness there is a good chance they will go to jail. Depending on the seriousness of the situation they wont stay in jail for long.

I would also recomend putting a restraining order on this person.
