Alternatively,

Moneygram, certain selected branches of number of Nationalised Banks.

Get his bank particulars. Based on the Amount you want to transfer find the cost for EURO Draft charges from your banker and opt for either sending the draft by surface post/ courier or wired by SWIFT transfer if the amount and the time you want to it to be sent justifies SWIFT usage charges. You cannot use Western Union from India for external payments from India (in my awareness).
