Depends, do you actually have any money to get it going? Sponsors or that like?

If you do and you have people (or yourself) are going to run it from there, you should probably contact the American Embassy for Malaysia (I assume you're American?). They'll walk you through it. If you can reach the officials of Malaysia, do that.
