I want to set up a mooring for a 14' sailboat that weighs about 250 lbs, using 2 concrete blocks.?

How do I attach the 2 concrete blocks to the buoy? The water depth is about 4 or 5 feet.

Ideally, your concrete blocks would either have a ring in the top if they were designed for moorings, or be of the 'breezeblock' style, with convenient holes through the middle.  If not, they you could wrap the rope/chain around them like you would wrap a parcel in string (the technique which ends up with a 'cage of string around the oarcel, with all faces held in?).  Also, make sure that the blocks really are heavy enough; a 14' boat can exert quite a lot of force in the moorings in a decent breeze, and I'm sure thay you don't want it dragging the them down the river!  I would consult someone (friend? boatbuilder? guy who works at the marina?) who has had experience of making moorings like this, and see what they think.
