Yes - weapons are sent across international borders all the time.  You have to claim what you are shipping, and there may be duties in some countries.  In this case what you are sending sounds like a gift, not a commercial item - you shouldn't have to pay any additional duty.  There are no weapon restrictions to Singapore in any of the materials I have (I ship commercial goods to and from many countries).

    The best thing to do is to take the item to a shipping store and have them verify this.  FedEx has a searchable website with restrictions on goods to and from Singapore.
