  1. Send a letter of sponsorship stating therein that you will shoulder the expenses of your brother-in-law during his stay in the US.  This letter must be shown during the interview at the embassy in India together with the other required documents.


  2. Well, if you're talking about a tourist visa, you can send a letter of invitation. However, invitations aren't required and are frequently given little weight. If you're talking about an immigrant visa, you can't file directly for a brother in law, you'd have to file for your sister. Plus, you'd have to be an American citizen before you could file. On top of that it would take more than 10 years before your sister and her family could use the petition to come to the US.
