I want to start a car insurance Agency. How do I do this? Where do I begin?

I am not sure how these insurance agencies begin. I'm sure they apply for licenses with the state. But with What department? What are the requirements in getting started and in having your own agency? Where do I go to find out this information? I'm fresh out of college and would like to start my own business.

The Insurance Industry is Regulated .. you will have to put up 'bonds' to prove you can meet your liabilities (you might want to check out the size of car accident personal injury claims & awards first)
