I want to start fixing pics that are plain and add color tones to them and certain features look at the pic?

programs like photoshop and elements can adjust these color effects and add other design s and filtering effects,

open image, adjust levels, color balance, colorize options, curves, brightness /contrast  , you can select regions to only apply effects to certain areas, duplicate layers, add fonts and text, transform and warp layers with overlay modes,
